Performance Contracting

Oak Lawn-Hometown School District 123 issued a Request for Pricing (RFP) in January, 2011. Any company who meets the specifications outlined in the RFP request are able to submit a proposal. Once the RFP responses are scored, an energy saving company (ESC) is selected to complete board approved projects. The ESC will identify and evaluate energy-saving opportunities and recommend energy savings or other building improvements that are eventually paid for through yearly savings. The ESC will guarantee that savings meet or exceed annual payments to cover all project costs—usually over a contract term of seven to 10 years. If savings don't materialize, the ESC pays the difference. To ensure savings, the ESC will provide staff training and long-term maintenance services. New lighting technologies, boilers and chillers, energy management controls, building envelopes and retrofitting existing structures to more efficient structures are a few examples of building improvements that may be funded through performance contracting. In addition to the performance based work, the ESC may also arrange to contract other building or district projects.
